내셔널미니멈

내셔널미니멈(national minimum)이란, 국가(정부)가 국민에 대해서 보장하는 생활의 최저한도(최저 수준)이다.

일본의 경우, 근거로서 일본국 헌법 제 25조가 있다.이것을 보장하기 위한 사회정책은, 생활보호법 등 여러 가지 있지만, 그것들을 총칭해 「세이프티 넷(안전망)」이라고 부르는 경우가 있다. 덧붙여 국가로서 보장하는 것을 「내셔널미니멈」이라고 하지만, 지방 자치체 단위로의 최저한도의 생활수준(생활 환경 수준)에 대해서는 「시빌・미니멈(civil minimum)」이라고 한다.다만, 이것은 「일본식 영어」이다.
